The context

The letter opens with the author's claim to have seen and handled the word of life, then announces what was heard and is now passed on. Verse 5 gives the message in a single sentence: God is light, and there is no darkness in him at all. Verses 6-7 draw the ethical consequence.

What it establishes

It establishes that the claim about God's character is the content of the proclaimed message, not a private insight, and that it is stated absolutely: no darkness at all. The following verses use it to test the claim to fellowship with him.

What it does not establish

It does not establish that God is an abstract principle. The letter has just spoken of a Father and a Son, and light names moral purity and self-consistency. Nor does the verse say darkness has no existence; it denies any is in him.
