The context

The chapter's argument runs from testing spirits to the confession of the incarnation, then to love as the mark of God's presence. Verse 16 restates the confession and draws the conclusion: the one who abides in love abides in God. The next verse explains that love is perfected among us for the day of judgment.

What it establishes

It establishes a mutual indwelling between love and God in the letter's argument, and it makes love the evidence of belonging rather than the cause of it. The sentence is a summary of what the chapter has been arguing, not a free-standing definition.

What it does not establish

It does not establish that love is all that may be said of God. The same letter says God is light and that he sent his Son as a propitiation. Nor does it mean any loving person is saved apart from the confession the chapter requires.
