The context

Some in the congregation have died, and the survivors fear they have missed the return. Paul answers with a conditional argument that moves from what is not disputed to what is. Verse 14 is the premise, and the verses that follow build the instruction on it.

What it establishes

It establishes that the letter reasons from the resurrection of Jesus to the fate of those who died believing in him. The argument is not an assertion of a separate revelation but an inference from a shared conviction.

What it does not establish

It does not describe the state of the dead in the interval. Whether they are conscious, asleep, or waiting in some other condition is not addressed here. The verse speaks about their being brought with Jesus, not about what they are doing before that.
