1 Timothy 3:6
The context
First Timothy 3 lists the qualifications for overseers and deacons, set inside instructions about conduct in the household of God. The list moves through character, household management and reputation, then adds two limits: not a recent convert, and not a lover of money. Verse 7 adds the requirement of a good reputation outside the church.
What it establishes
Maturity is a qualification, and the reason given is a risk to the person, not merely to the church. The danger named is inflated pride and the judgment that follows it. The verse treats leadership as something a person grows into rather than something awarded for enthusiasm.
What it does not establish
It does not set a waiting period. No timeframe is given, and the verse does not say a young believer may never serve in any capacity. Turning it into a fixed probationary rule adds a precision the text lacks.
