2 Corinthians 5:19

The context

Paul is defending his ministry to a congregation that has cooled toward him. In chapter five he speaks of the fear of the Lord, of being known by God, and of the love of Christ constraining him. He then describes reconciliation as God's action and the church's message.

What it establishes

It establishes that reconciliation originates with God, that its stated scope is the world, and that the community's role is to carry an appeal rather than to generate the reconciliation itself.

What it does not establish

It does not settle whether all are finally reconciled. The verse states God's action and the entrusting of the message; it does not say that every person receives it. Paul's appeal in the next verse, to be reconciled, assumes that the announcement can be refused.
