The context

This verse completes a saying Paul quotes as trustworthy, in a passage urging endurance and warning against quarrelling with words. The preceding lines are conditional: dying with him leads to living with him, enduring to reigning. The last line breaks that pattern by refusing a condition.

What it establishes

It establishes that God's faithfulness rests on his own character rather than on the constancy of the people he is faithful to, and that the statement is offered as a ground of stability under pressure. The reason given is internal to God.

What it does not establish

It does not cancel the warnings. The same paragraph warns that denying him will meet denial, and the saying is not a promise that the faithless escape all consequence. Whether it guarantees final preservation, or describes a faithfulness that includes discipline, is disputed.
