Acts 4:12

The context

Peter and John have been arrested after healing a man at the temple gate and are standing before the council. The rulers ask by what power they acted, and Peter answers with the name of Jesus and a citation of scripture. The verse is the conclusion of that answer, delivered under threat.

What it establishes

It establishes that the apostolic preaching made an exclusive claim, not merely a superior one, and that it did so in a hostile setting where the claim cost something. Salvation is located in a person rather than in a technique.

What it does not establish

It does not address those who never heard. The verse states the exclusivity of the name; it says nothing about people who were never in a position to hear it. That question is raised elsewhere in theology, and answered in several ways; this text neither asks nor settles it.
