Genesis 9:12-13

The context

Genesis 9 follows the flood. God blesses Noah and his sons, prohibits the eating of blood and the shedding of blood, and then establishes a covenant with Noah, his descendants and every living creature. Verses 12–17 give the sign of that covenant and repeat the formula that it is for all flesh.

What it establishes

The covenant's scope is wider than humanity. Every living creature is named as a party, and the sign is given rather than requested. The bow in the cloud functions as a reminder in the narrative's own terms.

What it does not establish

It does not explain the rainbow's natural cause. The text does not say the bow is new or that it appears only after the flood; it says the sign is set in the cloud. Nor does the verse define the covenant's obligations, which are stated separately.
