Hebrews 8:6
The context
The argument has reached its summary: Christ has obtained a ministry that is as much superior as the covenant he mediates is better. The letter then cites the promise of a new covenant from Jeremiah as evidence, and draws out its implications in the following verses.
What it establishes
It establishes that the covenant's superiority rests on better promises and on a mediator who stands in a different order. The comparative is tied to content, not merely to prestige.
What it does not establish
It does not say the old covenant had no promises. The point is that the new one is established on better ones, which the citation that follows specifies. Nor does the verse describe the mediator's work in detail; the mechanism is spelled out later, in terms of offering and sanctuary.
