The context

Isaiah 55 opens with an invitation to the thirsty, without money and without price, and moves to an everlasting covenant and a witness to the peoples. Verses 8 and 9 come after a call to seek the LORD while he may be found and to forsake wicked thoughts. The chapter ends with the word that goes out and does not return empty.

What it establishes

The verses establish a distance: God's ways and thoughts are not measured by human ones, and the comparison is spatial, heavens above earth. In context the point is generous, explaining why the wicked should return rather than calculating a penalty.

What it does not establish

It does not license vagueness about God. The verse does not say God is unknowable or that all claims about him are equally uncertain; it comes inside a speech that commands, promises, and explains itself. The distance is between his ways and ours, not between his word and his meaning.
