Isaiah 57:15
The context
Isaiah 57 addresses the death of the righteous and the mockery of the wicked, then turns to the humble and the proud. Verse 15 gives a self-description of God: exalted and inhabiting eternity, but also present with the lowly. The verse is a pivot between judgment and healing in the chapter.
What it establishes
It establishes a paradox the prophet intends: the one who is beyond all height is at home with the crushed and humble, and the purpose named is to revive them. The name given is holy, and the dwelling is described in both directions at once.
What it does not establish
It does not establish that God is contained in any place. The verse says he inhabits eternity and dwells with the contrite; it does not localize him. Nor does it promise that every sufferer is revived.
