The context

John 15 follows the vine and the branches and the command to love, then turns to the world's hatred. Verses 26–27 promise the Advocate, the Spirit of truth, and add that the disciples also testify because they have been with Jesus from the beginning. Chapter 16 continues with the warning of persecution.

What it establishes

The Spirit's work is defined in relation to Christ: he testifies about him. The disciples' testimony is set alongside the Spirit's, not replaced by it. Witness is the category, and the content of the witness is Jesus, which keeps the promise from becoming a claim about private religious experience.

What it does not establish

"Proceeds" is one verb, heavily loaded later. The verse says the Spirit proceeds from the Father and does not describe a mechanism; the later dispute over the Latin addition is a development beyond the text. Nor does the verse define the Spirit's person in the terms the councils would use.
