John 20:27
The context
Thomas was absent when Jesus first appeared, and he refused the others' testimony with a demand for physical proof. Eight days later the disciples are again indoors, and Jesus again comes through the locked doors. He addresses Thomas before Thomas says anything, offering exactly what had been demanded.
What it establishes
It establishes that the risen body was continuous with the crucified one, bearing the marks, and that the invitation met the demand at the exact points Thomas had named. The offer is accommodation, not rebuke.
What it does not establish
It does not say he touched. The text reports the invitation and Thomas' confession, but not the act; whether he took up the offer is left unstated. Preachers often supply the detail, and the gospel does not.
