John 3:16-17

The context

These verses sit in the conversation with Nicodemus, who has come at night and misunderstood the new birth. The image of the lifted serpent in the wilderness has just been invoked. The two verses state the motive and the purpose behind the sending, in parallel.

What it establishes

It establishes that God's love is the motive for the giving of the Son, and that the mission's purpose is salvation rather than condemnation. The scope named is the world, not a subset defined in advance.

What it does not establish

It does not define the extent of the atonement. Whether world means every individual without exception, humanity as a whole, or the nations beyond Israel is disputed, and whoever believes introduces a condition the verse does not itself resolve. The text states the offer; it does not adjudicate the system.
