The context

Still inside the same defence, after naming John the Baptist, the works, and the Father. Verse 37 introduces the Father's testimony and immediately qualifies it: the hearers have never heard his voice or seen his form. The argument is turning from evidence to the condition of the hearers.

What it establishes

It establishes that testimony can be given and still not received, and that the failure is located in the hearers rather than in the evidence. The verse is one of several in the chapter that press the difference between having a text and having its subject.

What it does not establish

It does not say God is silent. The sentence denies that these particular listeners have heard a voice or seen a form, which is a statement about them. What the Father's testimony consists of is not spelled out here, and readers have filled that gap in very different ways.

Short note, first pass, October 2026. Corrections welcome.
