Joshua 11:21-22
The context
This is the summary of Joshua's northern campaign, after the defeat of the coalition at the waters of Merom and the burning of Hazor. The narrator lists what was accomplished, then notes an exception. The same chapter has already used totalising language about the cities taken and the peoples left with no breath in them.
What it establishes
The conquest account is a summary that itself records incomplete results. The text distinguishes between what Joshua did in the hill country of Judah and Israel and what remained in the Philistine cities on the coast.
What it does not establish
It does not document a complete ethnic removal. The verse names survivors, and the historicity of the conquest narratives as a whole is a live scholarly dispute, not something this verse resolves.
Short note, first pass, October 2026. Corrections welcome.
