The context

Leviticus 17 addresses the place of slaughter and the handling of blood, and it forbids eating it. Verse 11 gives the reason: the life of the flesh is in the blood, and the blood has been given on the altar to make atonement for the person. The verse is the central statement of the book's sacrificial logic.

What it establishes

It establishes that blood is treated as the vehicle of life, and that atonement is described as something God has provided rather than something the worshiper produces. The verse also establishes that the eating of blood is forbidden because of what blood represents.

What it does not establish

It does not establish a mechanical theory of atonement. The verse says the blood makes atonement by the life in it, and it does not explain the transaction. Nor does it say every shedding of blood atones.
