Matthew 1:21
The context
An angel addresses Joseph in a dream, telling him not to fear taking Mary as his wife and explaining the child's origin. The instruction includes a name and a reason for it. The name is the ordinary form of a familiar Hebrew name meaning salvation, and the angel glosses it for the reader so the connection is not missed.
What it establishes
It establishes the child's mission at the outset: salvation, and specifically from sins rather than from an occupying army or a political order. Matthew's readers, living under Rome, would have felt the difference.
What it does not establish
It does not define the extent of that salvation. His people is a phrase whose referent the Gospel develops across many chapters, and this verse alone does not settle whether it means Israel, the church, or a larger group. Nor does it explain how the saving is accomplished.
