Matthew 16:18

The context

At Caesarea Philippi Jesus asks who people say he is, and Peter answers for the group. The reply blesses him and then makes a promise about building and about gates that will not hold. The location matters: a place of shrines and carved rock faces, where claims about foundations would have been thick in the air.

What it establishes

It establishes that the community Jesus gathers will be built on the confession just made and will outlast the powers that oppose it. The promise of durability is the point of the sentence.

What it does not establish

It does not by itself define an office. Whether the rock is Peter, his confession, or his faith has been argued across traditions for centuries, and the verse does not adjudicate. Nothing here specifies successors, jurisdiction, or a papal claim; those are later arguments built on this text.
