The context

After the wall is rebuilt and the law is read, the Levites lead a long prayer of confession. It begins with creation and runs through the exodus, the wilderness, the judges, and the exile. Verse 6 opens that recital by naming God as sole Lord and maker of the heavens and the earth.

What it establishes

It establishes the prayer's premise: one God, creator of everything, distinct from all that he made. The host of heaven is included among the things made, which places it on the creature side of the line, and the prayer's confession of Israel's failure is built on this basis.

What it does not establish

It does not establish the mechanics of creation. The verse asserts that God made the heavens and the earth; it does not address manner, timeline, or age. Nor does it use the language of creation from nothing in so many words.
