The context

Proverbs 8 is a speech by personified Wisdom, set at the crossroads and the city gate where she calls to passersby. She claims to speak truth and to hate pride, and she describes her fruits as better than gold. Verses 22 to 31 then place her beside God at creation.

What it establishes

The verse establishes reciprocity in the poetic idiom of the wisdom literature: love answered by love, seeking answered by finding. It presents wisdom as available to the diligent rather than hidden from the ordinary, and it is spoken in the public places of the town.

What it does not establish

It is not a general promise about all seeking. The speaker is personified Wisdom in a poem, and the verse makes no claim about those who seek something else. Nor does it settle whether Wisdom here is a person, an attribute, or a literary figure; that question is disputed.
