Psalm 19:1-4

The context

Psalm 19 has two movements. The first looks at the sky and hears testimony to God's glory, with day and night passing the message along and no audible speech involved. The second, beginning at verse seven, turns to the LORD's instruction and its effects on a person.

What it establishes

It establishes a universal, non-verbal witness in creation. The heavens are said to pour out speech without speaking, and the message reaches to the end of the world, so the testimony is not confined to one people or language.

What it does not establish

It does not specify the content of that witness. The psalm says the heavens declare God's glory; it does not say they announce the gospel or terms of salvation. Paul later applies its language to the spread of the message, an application rather than the psalm's own claim.
