The context

Between the sixth and seventh seals John is shown two crowds: a numbered host from the tribes, and an uncountable multitude from every nation standing before the throne. Around that multitude are all the angels, who join the elders and the four living creatures. They take the posture of suppliants, faces to the ground, before the throne.

What it establishes

It establishes that the heavenly court is ordered around a single throne and that its highest creatures are worshipers first. Whatever else angels are in this book, they are shown here as participants in doxology rather than as independent authorities.

What it does not establish

It does not describe church worship. This is a visionary scene in a highly symbolic book, and its choreography of elders, creatures, and angels cannot be lifted out as a pattern for a congregation's meeting. The verse says nothing about earthly order, music, or clergy.
