The context

Paul is opening his indictment of humanity after stating the gospel's power and the righteousness of God. The argument moves from what can be known of God in creation to the failure to respond. This verse names the failure, and the verses that follow describe its consequences.

What it establishes

Paul claims that a real knowledge of God is available and that the failure to honour him is culpable rather than merely ignorant. The charge is about suppression and ingratitude, not about lack of information.

What it does not establish

It does not establish what each person has known. The claim is made at the level of the argument, and how it applies to individuals who have never heard, or to those formed by other traditions, is a question the verse raises rather than answers.
