Romans 10:14
The context
Romans 10 continues Paul's argument about Israel, after the chapter 9 discussion of election and the image of the potter. He states his desire for Israel's salvation and then builds a chain of rhetorical questions. Verse 14 has two links in that chain, and verse 15 completes it with a quotation about beautiful feet.
What it establishes
It establishes that Paul reasoned in a sequence: sending, preaching, hearing, believing, calling. Proclamation is treated as a necessary link, not an optional aid. The questions are rhetorical and expect the obvious answer.
What it does not establish
It does not address those who never hear. The verse states the necessity of preaching for those who are to believe; it does not say what happens to people outside that sequence, and Paul turns to a different question in the verses that follow.
