Romans 10:17
The context
Paul is arguing in Romans 10 about Israel's unbelief, quoting Joel on calling on the name of the Lord and then a chain of texts about preachers being sent. The verse closes that chain and leads into the complaint that Israel did hear. The argument is about how the message travels, not about inner psychology.
What it establishes
Faith is generated by proclamation rather than being native to the hearer. Paul locates the origin of belief in something spoken and heard, which is why he cares about who is sent.
What it does not establish
It does not guarantee that hearing produces faith. Paul's own argument concedes that many heard and did not obey, and the phrase rendered 'word of Christ' is disputed between a message about Christ and a message from him.
